will 799 heads from a 07 vette fit on my LS1? whats the diff between 799 and reg 243 heads?

Yes they will. They are the same castings. They do not have the sodium filled valves though like some of the early 243 castings.

so then they are actually better than the earlier ones?

No they are the same heads SOME 243 heads (the ones that came on ls6's) had sodium fillled valves which were lighter and thus supposedly yielded better valvetrain performance but its nothing to lose sleep over most heads just have regular valves.
