Valley cover bolts

Valley cover bolts
So i went to put the valley cover back on today and after digging through the box of bolts the shop gave back to me i finally found all 10. Question i have is that 1 of them had a washer on it and the other 9 didnt. Are they all supposed to have a washer on them for installation or did that one just happen to end up with a washer on it in the box. Hate to tighten it down without washers and find out it needed them.

Quick question, is allen flat head bolt necessary on LS1 valley cover with LS6 intake?
My cover somewhy has 9 "usual" bolts and one rearmost (passenger) is flat head, is there a reason for that?
Can I install usual bolt from hardware store?
