Default PS Pump or Rack & Pinion?

2002 z28. i have no power steering. the previous owner stated it was the rack and pinion but you cant really trust people. Its a pain to turn from a stop and there is some play in my steering wheel. i was just wondering how could you tell which is messed up?

Check for leak locations if there are any. But the steering is supposed to be tight so the rack could have problems. Honestly you may have issues with both.

How does the fluid look? Is there even any fluid in the reservoir? Any whining or unusual sounds when turning the wheel?

Don't forget to delete the power steering cooler and replace with an upper radiator hose from a non-PSC car.

BTW, some play in your steering wheel could simply be due to needing an alignment, tie rod ends, etc.
