Default Vacuum problem...

I am wondering what a certain part is. It is a cylinder shaped object with a single vacuum hose attached to it on the passenger side of the car. It is located right behind the horn next to radiator brackett. Does anyone know what this object is? Another question, is it needed for proper car operation? Thanks a lot
