With the restrictions in California you are only left with weight reduction lol. Almost all performance adders are not CARB legal, long tubes, cam, heads. Maybe exhaust and intake but thats very minor gains. Not sure if a procharger or turbo kit would still pass smog.

A GM "E-Rod" engine package has a CARB certification for California SMOG purposes but WOW, it is a spendy purchase.

If you move to another state you’ll gain 50 hp! Seriously, there are several things that are carb certified like FAST intakes, some cat back exhausts, even some camshafts.

The best upgrade you could do to your car is move to Nevada.

Edlebrock has 50 state legal CNC heads. E-CNC 215 head is 50-state street legal.
Plus there are lots of little things you can do actually that add up. Port work/Performance Valve Job/Mill Heads for Compression/ Gears/ Possibly Underdrive Pulley, I don't live in Cali but there is money to be made so there are some CARB compliant parts available.
