Yes, it sure looks that way to me.
In the lower picture the cable on the right loops back around and is the cable in the top picture to the throttle body. There should be two cables coming in on the left in the lower picture, over and under each other. You only have the lower one. The cruise control in the lower picture should also be covered by a black casing. Did you remove it to get a better picture. If not, that cover is missing too. The missing cable goes into the cover, over the top of the cable on the left, through that U shaped notch on the top left.
I have never had a reason to take mine apart so I don't know much more.
