I would go with the 00. It's a newer model year, and Consumer Reports says that the 99's are full of problems. I know not all of them, but a friend of mine has a 99 SS and there is ALWAYS something wrong with it 
BTW.....my bro picked up his 02 Z28 a few months ago for $15,900 with 18k on the clock
