Default Stupid question (cutout)

What exactly is a cutout? I did a search, but all I could find were references to them. No explanations of what they are or how they work. I know they have some to do with the exhaust system.

Did you find that in the search? I never have any luck with that stuff on any site. Must be some special technique to it. Thanks a lot though. I'm learning so much on this board. I can't wait to get a Camaro.
