Default Bad Fuel Injectors Causing Failed Inspection?

I went to get my car inspected and failed the emissions part. The guy said that my fuel injectors are not working properly and causing too much carbon to come through the exhaust.

I don't know maybe I'm wrong but it sounds like the guy's full of crap. And wouldn't the cat's filter out the carbon?

Any help is appreciated.

If the injectors leak, you will get excessive hydrocarbons reading, at idle especially. To check, you can hook up a fuel pressure gage to the test port. Turn the key to on, but not start, a couple of times to build pressure. Gage should hold steady; if it drops rapidly, you have a leaker or leakers.

im prolly wrong but if the injectors were leaking wouldnt it be noticiable in the driving and performance and mostly on initial startup if the cylenders had a bunch oof unburned fuel sitting in them??
