Electric cutout; Valve not sealing.

I took off my electric cutout and now I'm trying to find out what wrong with it before I buy a new one. The valve isn't remaining at full open or closed. The valve seems loose and is turned. Do you think it's a problem with my cutout not getting enough power or a problem with the valve being loose?

Probably burnt up everyone I have ever known has had problems with them sticking at one point or another usually just a little open just like yours is doing...Typical solution remove motor driven butterfly and install a standard 3 bolt block off plate...
