Well it controls when the nitrous is spraying so you can spray between say 3000-6000 rpm. THat way you dont spray to soon when the engine cant move the nitrous as well or you dont spray while hitting the rev limmiter (or threw the shift on auto cars)

H.P.) and speed @ which the size of increase is added. And finally the
Limit of total shot size (percentage applied) and turn off point.
Also some controllers have a first gear lock-out. (Will not spray till car is in
second gear. (for traction & hopefully less parts breakage)

I am able to set a different program for each gear.
my current program is:
1st gear nitrous starts at 25% at 3000 rpm, it ramps up to 100% at 5300 rpm then stops at 6600 rpm i shift at 6700
2nd gear starts at 50% at 5500 rpm and 100% at 5900. third is the same. I only use the progressive part in second and third so its a little easier on the trans. the reason the rpm start is higher is thats what my shift extension is so after the shift i start at 5500 rpm
Most progressive systems are only time based. a sample setup time based would be 1st gear start at 25% and progress to 100% stop at 6600 rpm.
and so on through the gears.
Some people dont ramp all the way to 100% untill the higher gears or skip first all together depending on traction and what there setup can handle
