Yeah CA can be a pain in the ***, when I was in the Navy all my car friends had their car registered in their home of record, no one wanted to get their cars smogged or deal with CARB stuff. One of them got pulled over for street racing, saw he still had bottle pressure. When the cop turned around he popped the line off the bottle, made more racket than he wanted. First cop didn't even know what he was looking at, thought his Zex box was ignition related, he told him that the nitrous couldn't even be working.

So I imagine not every cop knows what they are looking at.
