Refill?
Baxters in Delta Park does it, but I don't remember how much. There should be some place in Salem for you. I know some Napa stores in Idaho did it too, so maybe give them a call and if they don't, maybe they have an idea who does.
Some of the "tuner" shops will refill. Just call around and you're bound to find someplace close.
As for a parts store filling nitrous bottles, I believe that Baxters in Delta park also has a machine shop plus it's two blocks from PIR. Back in the late 90's you could go in there on any Friday or Saturday night and you'd have wait in line to fill your nitrous bottle/s.
