Default Emission Test???

I am gonna buy headers soon and Y pipe but not catted most probably because it is hard to find and expensive for me. I don't know the laws, if I use it without cat what happens? How often do they take you to the emissions test in which conditions? Thanks in advance

I would say don't worry about it since most people say they only have the emmissions place plug into the OBDII port under the dash, but JZ said they sniffed his car when he took it in recently, so maybe no cats IS a problem. I know if they see the cats are gone they can write you up. I will find out soon. I have to go in next week.

I gotta get my car smogged as well..........I think? I called an Auto Licensing place yesterday and they asked the year (2002) and said I just needed to bring in a copy of the title....they never mentioned a smog cert. I wonder.......

You don't need to smog test the car until it's 5 years old. Then it's every other year I believe.

Yeah every 2 years you need to get tested. I got my Volvo tested a couple months ago and asked what they did for OBDII cars and the lady said they just plug them in and make sure everything is good.

Sure. Only after you get your initial emissions done...

You will find very quickly the license agencies up here have no idea what they are talking about. You wil saunter in with your registration and they will ask where your emissions slip is

Oh yeah, ask for 24 months of tabs instead of 12. Sometimes they don't have the tabs in yet (for 2007) but you can get at least 18 months and skip having to pay them their fees in 12 months...again.

I called a place in Everett yesterday and the "woman" on the phone demanded that I bring in the title.......I tried explaining to her that the title is locked up in a bank somewhere far far away and she told me that was the ONLY way I was getting WA plates. Whatever happened to bringing in current registration?

Depending on your location somewhere between $30 and $100 per year for tabs. Not sure on initial registration though.

I was thinking that was steep - then remembered we aren't in the RTA zone. Total for 24 months and personal plate came to $101.32

Rott, the *only* way to know what you will need is to walk in and ask. There is a license agency in the 'basement' of a dealership in Lynnwood that know what they are doing - its...its...crap! just south of the emissions station on Hwy 99 (someone help me out here!).

I'll try to find the RCW's on out of state registration for you.

Guys, just do the Internet Tabs. It takes about 10 minutes to renew online and if you've already passed your emissions test or if you're not due in a particular year its automatically accounted for. Plus you get to choose to have them mailed to you (which is usually surprisingly quick), you don't stand in line, and you can avoid the sub-agent fees that most places will charge you. I've been doing it for a few years now and it works great.

Does my vehicle need an emission test?
If your vehicle needs a test, your vehicle license renewal notice will say: "WA emission inspection required." Only vehicles registered in certain zip code areas of King, Pierce, Snohomish, Spokane, and Clark counties need to be tested.

The chart below shows which model-year vehicles need to be tested in 2005 through 2008.

Gasoline and diesel vehicles at least five years old and up to 25 years old need an Emission Check every other year. Vehicles also need an emission test in the following situations:

When you transfer the ownership to a new owner, unless the transfer is between immediate family members or between co-owners.

When an out-of-state vehicle is brought into one of the emission test areas -- Clark, King, Pierce, Snohomish, or Spokane Counties. We test those vehicles according to the year, as shown in the chart above.

How much does an emission test cost?
The test costs $15, payable by cash, check, or credit card.

There is no charge for the first re-test of a vehicle that fails the initial test.

What if my vehicle is out of the area and it needs an emission test?
First of all -- do NOT have your vehicle emission tested in another state. Other states' tests are NOT valid in Washington.

You will need to fill out Ecology Form No. 020-9 (Application for Temporary Exemption from Emission Testing, or "Out of Area" form). You can get this form by:

downloading it here and printing it: Out-of-Area Form;

e-mailing the Department of Ecology to request a copy (please allow five business days for response and mailing time); or contact a Department of Licensing agent.

If you get a temporary exemption, please note that your vehicle must be tested within 15 days of returning to Washington State.

What should I do before the test?
You do not have to do anything special. A few tips to remember are:

Don't repair your vehicle before you have it tested. If your vehicle fails, you may need to apply for a waiver. Any repairs done before the test will not count toward a waiver. See the information on waivers in the next section below, "Who Can Repair My Vehicle?".

Make sure that your tires are properly inflated.

Make sure your vehicle is fully warmed up before the test. Shortly before the test, drive for 15 minutes on the freeway. In cold weather, drive longer.

If your vehicle is missing a gas cap, it will need to be replaced before the vehicle can be tested.

Vehicles with exhaust leaks or idling too fast (greater than 1100 rpm) cannot be tested.

Having your vehicle's registration or renewal notice with you speeds up the test process.

How can I get a copy of my test report?
You can get a copy of your vehicle's test record from the emission testing contractor web site.

Who can repair my vehicle if it fails the test?
You may perform the repairs yourself, or you may hire someone to do the repairs. However, only diagnosis and repairs performed by an Authorized Emission Specialist can count toward a repair waiver* (see below). An Authorized Emission Specialist (AES) is a professional automotive repair technician who has been specially trained in the diagnosis and repair of vehicles that fail any part of the emission testing process. Shops that employ these emission specialists are familiar with the repair requirements of the Emission Check Program and are equipped to perform repairs on vehicles that fail an emission test.

*Repair waivers: Certain repairs may be too costly for some motorists. Your vehicle could be eligible for a waiver from meeting emission standards. See the back of your emission test report, under First Test. You MAY be eligible for a waiver if your car has failed a retest and you have spent at least $150 on diagnosis and appropriate repairs with an Authorized Emission Specialist.

How soon must I license my vehicle?

Your vehicle must be licensed in the state within 30 days of becoming a Washington resident. You are considered a resident when you:

register to vote.
receive state benefits.
apply for any state license at residential rates.
seek in-state tuition rates.
manifest an intent to live or be located in this state on more than a temporary or transient basis in any continuous six-month period.
Please, don't wait for your out-of-state plates to expire! You may receive a $330 minimum traffic fine if you are a resident and do not license your vehicle in this state.

Is there anything I must do before making the trip to the vehicle licensing office?

If you bring your vehicle from another state or country and your vehicle is wrecked or been issued a salvage certificate, make arrangements to have the Washington State Patrol inspect your vehicle to verify the identification number. The cost is $50, payable at the time of registration. Inspection hours vary around the state, so call the State Patrol in advance. In Clark, King, Pierce, Snohomish and Spokane areas, most vehicles must pass a emissions test every two years, even if the vehicle is certified in another state. Other areas of the state may add that requirement in the near future.

Call 1-800-272-3780, or visit the Dept. of Ecology's Emissions website, to find out if you need an emissions test and to obtain information on the locations of testing centers. The test takes only a few minutes and costs $15. The fee can be paid in cash, personal check or credit card at the testing facility. The largest bill denomination accepted at the emission test site is $20.

What should I bring when applying for my new Washington vehicle license?

You will need the following:

For a new vehicle, the Manufacturer's Statement/Certificate of Origin.
For used vehicles, the current title and registration. If a lienholder holds the title, you will need to supply a fax or photocopy of the title being held by the lienholder. If your title has been lost, you must apply for a duplicate certificate from the state of issuance.
Certification that your vehicle has passed a Washington emissions test, if required.
All registered owners present with personal identification. (If vehicle title is from another state and there will be no change in registered owners, then only one registered owner signature is needed.)
An odometer reading on your vehicle, if your vehicle is less then ten years old. You and the previous owner must sign an odometer disclosure statement if you are titling and licensing a newly acquired vehicle.
An empty scale weight slip for trucks, propane powered vehicles and trailers (except travel trailers) if not shown on the previous title or registration.
Cash or a check for payment of licensing fees and taxes. Credit and debit cards are not accepted at this time.

How much will I pay to title and license my vehicle in Washington?

The following FEES may apply:

A filing fee of $7.00 if you are purchasing license with your title application. Otherwise, the filing fee is $4.00.
A basic license fee of $30.00 for passenger vehicles, non-commercial trailers including, but not limited to; horse trailers, travel trailers, boat trailer and utility trailers.
License fees for trucks are based on the declared gross weight. The most common are:

8,000 lb $31
10,000 lb $60
12,000 lb $77

License Service Fee of $.75 for most vehicle registration and title with registration transactions.
An aquatic weed fee of $3.00 for boat trailers.
A title application fee of $5.00 for all vehicle title transactions (except duplicate titles).
A duplicate title fee is a $5.00 application fee and $4.00 filing fee, for a total of $9.00.
A snowmobile registration fee is $30.00.
An emergency medical services fee of $6.50 for all powered vehicles which are being titled in Washington for the first time, or when ownership is transferred.
A standard license plate or decal fee will also be charged. The fee is variable depending upon the type of license plate/decal assigned and ranges from $0.50 to $3.00.
Replacement license plates are $7.00 (two plates) plus a filing fee if plates are not replaced as part of another transaction. Customers replacing a standard Washington license plate can order a replacement plate(s) keeping their same license plate number for $20. Commercial vehicles with gross weight in excess of 26,000 pounds do not need replacement license plates.
Licensing subagents charge a service fee of $8.50 per title transaction.
If you need a physical inspection from the Washington State Patrol, you will be charged $50 when you apply for your title.
A $15 out-of-state fee if your vehicle was most previously titled or registered in another jurisdiction.
A fee of $15 is charged at the time of testing for the Department of Ecology emissions test, if applicable. Residents of southern Snohomish County, King County, much of Pierce County, the metropolitan areas of Spokane and Clark Counties currently have emission test programs.
Personalized plates are available to passenger vehicles for an original fee of $44.75. For motorcycles, trailers and campers the fee is $44.25. An additional $30 is charged each year thereafter for renewals.
Vehicles that are powered by propane, butane or natural gas, are assessed a special fuel tax, based on gross weight.
The following TAXES may apply:

Use Tax is charged at the state tax rate in effect where you reside. Credit is given for any sales tax paid to another state or country, if proof of the tax paid is submitted. By law, the use tax is based on the average retail value of the vehicle you purchase. Your private automobile and motorcycle is exempt from the Use Tax if you owned and operated it in your former state of residence for 90 or more. Vehicles owned by residents of a regional transit district are assessed an additional Regional Transit Authority Tax. For help estimating your RTA Tax Due, click here.

Thanks doll.

I reckon I will just go into a licensing bureau and see what they say........it "looks" like my car won't need it till '07, but I wasn't able to tell if that was irrelavant since it is an out of State car............we shall see.
