You're right that there were some cam differences between the years, but I was always under the assumption that it had to do more with emissions than power. That's how they got away from using the EGR valves that the 98, 99, and maybe 2000s have.
But like I said those little tweaks and changes really didn't make too much of a difference.
BTW, my old 01 Formula with just an airlid made 321RWHP
My car ran a 12.55@113mph (see sig for video) with a Lid/Cam/Headers/(LS6 Intake Manifold as it's stock on 01/02's) on street tires.

if you plan on having a shop install the headers then plan on payin a hefty price........typical shop labor time is $80-$95 an hour

You can't listen to what GM rated the cars out becz the LS1's in these cars are the same ones that went into the Corvettes and they were rated higher......
stock 01/02 SS Camaros have been known to dyno 305-315 whp in stock form.........
Price shouldnt be much of a difference between a Z28 and an SS unless you are looking at a Z28 with no options at all and a fully loaded SS.........
If you want more bang for your buck then you want one with no options becz the Leather and extra stereo equipment adds weight to the car......
also, i believe LS1 powered 01/02 F-Bodies had the LS6 intake manifold and the cam out of the LSx based motor that GM put in its trucks
