Spray Paint on top of Powdercoat?

My buddy asked me a question that i will now ask the community:
Would using black spray paint on top of powdercoat then clearing it be a good idea?
He just powdercoated his mountainbike frame and now wants to add his own stencil decal then have the frame cleared. However, he wants to use Spray paint (rattlecan). Could this really be done or what rattlecan brand would he want to use? What prep methods should he use?

you can do it, I highly suggest not just the scuff it deal but also use a HD automotive clearcoat, as an alternative I tried a 2 part Epoxy clearcoat that comes in a weird spray can which requires one to puncture a seal in the bottom before using as seems to be as durable as anything I've seen from collision shops... its called 2K clear or something to that effect... try www.eastwood.com
