It's caused by moisture getting inside and causing corrosion in the reflective material. You have two options:
1) Buy a new one that doesn't have this issue
2) Take it apart by baking it in an oven, prep the corroded area, and put chrome paint on, then seal it back together with silicone and lots of clamps. This procedure is very tricky to do without warping/cracking the lens cover. I would find the "guide" but the search feature is broken and nobody made it a sticky or put it into the FAQ.
After either, make sure there are gaskets and a good seal to prevent moisture from getting in... That or you can make swiss cheese out of the back to avoid moisture buildup.
