wow that's weak. VA law says it has to be on the front of the car, so i mounted my plate on the air dam, you can see it when you're driving towards me, but standing next to the car it's really underneath. no hassles from the cops and i've passed state inspection every year.
Hmmm... ill look into this. I can't remember if it actually has to be on the front bumper or not. I know they will still harrass you for it being in your window. I would rather put it on the air dam.

Well that was a quick search. It has to be "fastened" to the vehicle in a firm visible position, cannot swing from vehicle, and must be 12" off the ground from the bottom of the license plate.
