WS6 hood clear coat flaking off...

Black 2001 WS6
The clear coat on the hood turned milky coloured and then started flaking off (only on the hood, nowhere else)...
Has any one else seen this...?
What was done to fix it...?
Will I be able to strip of the remaining clear coat, or should I sand it off...?

Welcome to the wonderful world of GM paint.
Only thing you can do is sand off the clearcoat in the affected area and repaint. Not just "reclear" but repaint both color and clear.
It will get worse over time, so fixing it sooner may help keep the size of the repair smaller.
