Default Removing Surface Rust Under Car?

Whats some good ways to remove surface rust under the car? My car sat for a long time and everything underneath has a rust coating but nothing is really eaten away besides the top coat. There are no holes or anything. I was told by someone to wire brush everything then prime and paint the underside. Also was told never to undercoat as that holds moisture and promotes rusting. What do you guys think i should do?

por-15 or bullet that thing. That is my plan when I get to the underside.

there is a product called chasis saver. it dries faster when there is humidity in the air. so all you would have to do is scrao the big flakes off and paint on.
