Default Repairing mount holes along bottom of bumper cover

I bought a bumper cover for my 98+ front end conversion and 5 of the 8 holes along the bottom edge are ripped out. These are the ones where the splash shields bolt into. Seller didn't disclose and it would not be feasible to send it back. Granted when the splash shields are in you won't see them but it bugs me. I can easily take washers and put the threaded clips on those but wondering if someone had a better solution.

I had the same problem with a front bumper cover that had been in a wreck. I used some of those small washers that have the turned down teeth on them. I believe they call them star washers. The teeth bit into the bumper cover when they were tightened down and held very well. Just a suggestion.

I know what you're talking about but my holes may be a little too big for that. Thanks for the reply though!
