Tangelo and pretty much all the HOK pearl bases ask for a bright white base before the color. It's not a 3 stage paint really, but the color is so transparent that it will literally take like 7 or 8 coats of base to cover on some of them if you dont have a solis white or black base to cover over.

If you're thinking of changing it up like doing it over silver (I dont recommend it) Be sure to do a test panel firet to be sure you'll really like it. Do another over white and compare the two.

its the candy fading out of the paint and the silver base is showing through it happens when it sits out in the sun all the time had this problem before

You could use white sealer to ensure even coverage of the tangelo, however the final color will be much more vibrant if you hit it with a thin topcoat of bright white on top of the sealer.
