I rattle canned my old 97. Sanded down, taped off, primered and then used a satin black.. Krylon generic spray paint. One thing I recommend is get pinstriping tape on the inside lip that separates the "CETA mod" from the rest of the bumper. Looks much cleaner; unfortunately I didn't think to do this when I did mine..

I second the pinstripe tape, make sure you sand it well. Mine started chipping after 10 months using Krylon Satin black because I didn't take my time. I just reCETA'd the other day and I used Krylon Satin black with krylon satin clear and did a good sanding and primer job before and it came out just right (for me).

I just used the Duplicolor semi-gloss black stuff. Worked great. Just don't use the 99 cent store stuff. The quality will show through your prep. Had mine for 2 years now and holding strong.
