Default Painting aftermarket rear

I bought a new Strange S60 for my T/A and it came bare metal. I sanded a section with 400 and cleaned it with a prep cleaner, but it appears that it is fishe eyeing a bit. Any idea whats going on?

I suppose I should try just doing a tack coat first, and see how that goes.

Fisheyes are caused by oil or contaminants on the surface. Try using some purple power degreaser and a pressure washer to clean it entirely then immediately use compressed air to dry the rear end off so it won't have that rust film on it. Clean it again with an automotive paint wax and grease remover then follow your paint manufacturers recommendation for painting bare metal. Make sure you use an etching primer first on the bare metal
