2000 camaro fender new no brackets?

2000 camaro fender new no brackets? so i bought new front fender GM and it does not have the brackets on it that are riveted on the factory fender. mine were junk and only way to get brackets is to buy used fender. anybody know where you could buy these, cuz gm doesnt make them?
