You have to sand em down and start over with a gloss black.

I have a crack there too that needs fixing, haven't gotten around it it yet though. For the wheels, yeah just sand or sandblast then paint or powdercoat.

3m makes plastic repair stuff,u have to sand the back and front of the bumper, then u put a patch on the back and sqwert the 2 part plastic repair, let it dry sand with 80grit then fiberglass, plastic filler(bondo),putty, then primer to do it right, may not need fiberglass, but the problem is the gun for the 2 part adhesive is like 75 dollars, and paint, probably b easier to get a bodyshop to fix, some times they will cut u a deal if your willing to get it spotted in instead of painting the whole bumper, but u sacrifice how good it might look, but if its down low it might not b noticed

Go to your local paint store and they might recommend some different products, also I'm assuming it's a tear,if it's just paint cracked then sand with 180 then primer, sand primer w 320,then lighty w 500wet then paint
