Clearcoat Peel fix?

Default Clearcoat Peel fix?

I have 2 very small spots at the edge of my ram air hood that the clearcoat peeled. Can a paint specialist wetsand the area and reapply clearcoat and then wetsand it again to blend it? I went to a chevy dealership to check with them and they stated I need to get the entire hood painted. The guy didn't seem like he really knew much about it.

The only way to fix it correctly would be to sand the areas affected, re apply the base and re clear the whole hood. More importantly you need to figure out why it peeled, as it could just continue to keep going in other spots

Thanks. I bought the car with it like that. I'm assuming it was from a car cover when it was outside for 1 winter. Hopefully I can get this done at a reasonable price. Chevy dealership wanted almost 1200 bucks to paint the hood and driver side headlight. There were only 2 little rock chips on it and they wanted to paint it. I was thinking about just trying the Dr. colorchip for the headlight.
