Default Bumper Repair

I have a 93 that was backed into by some lady with the previous owner. There is about a 6" square piece of damage to the bumper. For lack of a better description the hole looks like a very clean cut flap on the bumper. There are no pieces missing. Is there some sort of glue that I can use to re-attach the flap to the bumper.

i feel like a broken record now........3M makes excellent products for bumper repair.......not cheap but worth it......,get to a auto body repair shop and buy the setup.......3M has how tos on u tube

If I have enough left over will it work on Vinyl too to help repair a record too?

its not flexible enough to repair vinyl
