There a can by 3m adheasion remover will do most of it. People usually don't use promoter so wont be bad. If that doesn't do gas will then it may be a little ashy. But back to black will fix it. Been there and see a lot of it at the shop; wish these kids just give up on the lights, and rattle cans. Good luck but that will get it done try 3m first so you don't fade plastic and have the gas smell.

The person that painted it may have most likely scuffed and/or sanded the pieces before painting them...

Yeah I'd take some fine grit sand paper and maybe lacquer thinner to get that old paint off

if you dont mind having it painted and just want to change the color, sand it all down smooth and use whatever color you want (as long as its black) and clear it, it would look pretty nice.

Thats *** lol If ya dont wanna mess with it theres some ws6 cars gettin parted in the parts section Dont feel bad the car I got my drivers seat out of was red on every damn panel inside
