Unless GM has recently discontinued this item, then any GM dealer should be able to get them.
The only way you'll find NEW ones on Ebay is in the rare case that someone else happened to buy a new set from the dealer and then never used them. This is certainly possibile, but you may be waiting a long time to happen across it.
There are discount GM dealers such as GM Parts Direct that offer lower prices via internet sales than what you'd find at a typical dealer counter. So that is another option.
