Single stage paint
A good single stage paint job can look as good as basecoat clearcoat depending on the type of paint, and who lays it down. Metallic colors? Not so good. I can tell a s/s metallic paint job the second I see it.
Single stage paint requires less meticulous prep as it is more forgiving as far as sand scratches and minor imperfections. However, it is not clear coated so if you get any scratches down the road it could be difficult if not impossible fix.
As for bc/cc, it is more durable. You can polish out minor imperfections easily. You can wet sand it and buff it to a mirror like finish. The caveat being it might cost a tad more for the base/clear and also your surface prep has to be perfect or any imperfections will magnify in the final finish (such as sand scratches, any chips you miss, etc)
For what he is charging I would not expect much. That cost is barely covering the cost of materials, and red paint is more expensive than other colors.
