No, assuming we're talking about a 4th gen F-body, a rust inhibitor will not help because the panel is not metal and is not actually rusting.
The panel will need to be replaced to get rid of the bubbles/blisters/waves. There is a sticky thread at the top of this section which covers this comprehensively.
