Default Rust Repair Question

I'm fixing the rust on my 4th gen Trans Am and have a question. There are a couple spots on the floors where it's rusted through so I cut out those spots to weld in a patch panel but the metal underneath is also rusty. I'm wondering what I should do here, should I just clean up what I can and weld in the patch or should I remove the whole floor pan and fix all the rusty metal underneath as well? What would you guys do in this situation? Thanks for any advise.

ospho or Eastwood rust encapsulate both work pretty good for enclosed panels. Ospho can be sprayed with a undercoat wand and turns rust into iron oxide the Eastwood stuff just seals it and prevents it from getting worse.

Thanks, I ended up opening it up some more then cleaning it up and painting it with por15. I think most of the por15 burned up when I welded in the patch though, oh well.
