Default Clear Coat issues

I am having a random problem with my 2002 camaro. For some reason the back lower quarter panel clear coat has hazed up and cracked.

Is there a way I can go about fixing this? I tried using some rubbing compound on it but it didn't do much of anything. I know on some of the edges if I pick at it with m finger nail I can actually get some of it off and back down to a shiny paint.

The clear coat is failing.

Have it repainted.

Is there a way to wet sand it down and possibly hit it with clear coat to restore it? I kind of want to try a DIY fix before hitting the nuke button and going to get it repainted if I don't have to
