hit a fence!!! This past weekend I lost control and hit a fence. i water sanded the next morning all the newly aquired paint off and some of my clear coat. Now it looks like i have fog on all the spots that i watersanded. What should i do to get rid of these?

You need to buff and polish. Wet sanding makes it dull due to the roughness of the sandpaper. Buffing and polishing progressively use finer and finer grit to smooth out the surface, making it shine, assuming you didn't go below the surface.
