Default how to fix fender tabs-shop messed up?

One fender on the bottom the tab where it is bolted they pushed out towards the center of the car and the pass. side they smashed the tab flat back towards the outside. How can I move these back in place without them breaking off? Is there a trick? It is causing the fenders to be misaligned on the bottom part. One side is in too far and the other side is out too far.

I can't get to the bolts because they smashed them down where I can't get to them. It will take the paint off the fender on the underside if I try to get them out where the tab sits now. I guess I need to put a towel in the pliers to not mess up the paint. I just was looking for some help and maybe some dos and don'ts on it.

Id try to bend them slightly, then get a block of wood and a rubber mallet and align it. If its been bent before, it has a higher probability of breaking though.

Don't think you have the same condition I had, but my fender was sticking
out and misalligned so I put a 2x4 on the tab and hit the 2x4 with a 10lb
sledge hammer. It fixed my problem but you may have something else
