What I wound up doing was cleaning up the rusted parts, then repaint with touch-up paint. Since it's under the shroud, it's not noticeable.
What I'm really concerned about is where the bolts hold the shroud in place. I was thinking of applying some bodyfill on a small rusthole created around the nut that's built-in the support.

I have surface rust on the forward edge in a few spots, and one bad spot where the metal is weak (about 1/4" in from the edge) I'm going to strip it down, paint with POR-15, reapply body color.
On another note, I taught my radiator to not support rust, but to fight against it
