Default 98 WS6 front clear bubbling

My car was in mint condition until i stored it over the winter. I took it out of storage this spring, and have washed and waxed it a few times, and now the front clear on the bumper is starting to bubble up and flake off. Its doing it in 3 large sections, and it gets worse every day.

Any else had problems like this with 98 bumpers?

i didnt buy it new, but ive had the bumper off, and have seen no signs of previous damage/repair. The paint itself also looked fine, and looked all factory. Im not sure if this would have caused it or not, but after i took it out for the spring i drove it to myrtle beach and got caught in about 12 hours of freak snow. When i got into warmer climate we stopped to wash the cars, and thats when i really started to notice the clear flaking.

i've never noticed it on my car, however, my factory 1998 WS6 hood, the paint is oxidizing under the clear cote.
