Is it typical for a base coat not to have a hardner?

yep very very typical that basecoats have hardners. the only time that basecoats usually have hardner is when your doing the engine bay, or the underside of the hood unless you want it cleared. usually it just has that satin look which is like basecoat with 10% hardner and 20% reducer. on most paints flash time for basecoat with reducer is about 5 to 10 minutes and cure time could be up to a day with some brands.

Are you still adding reducer? You still have to reduce it then you can add the 10%hardner if you like.

Some of DuPont's newer base coats have hardener that go into it. But with regular chromabase, you mix it 1 to 1 with the right temp base maker/reducer. I spray around 20 to 30 psi through my sata jet hvlp gun.
With the clear you want to spray a little higher pressure due to the thickness of it. It helps atomize it better.
