Yeah, that fender needs to be replaced, the quarter looks like it could be fixed with a slide hammer, a little massaging and some mud. The bumper cover looks ok in the pics, like it could be fixed, but I would need to see it (EDIT: in person) to be absolutely sure....

I've seen used factory fenders around $100, which is the best way to go. I'd also look into a new front bumper, because it looks to be cracked about 6" long. That will run you close to $300. 3 hours refinish on the fender, 4 hours bumper refinish, 1.5 hours to blend the hood, and 1.5 hours to blend the door. That's 10 hours paint on the front end, plus about 5 hours for R&I of the bumper, fender, and belt molding/mirror/door handle. I'm going to guess $1000-1200 for the front end work(based off what I think needs to be done from the pics). Let me know where you're thinking about bringing it.
