But how do i go about getting these out as far as a buff and compound...

if you have never run a high speed on a vehicle, i would recommend to just wait to get the whole car re-painted, you could always try it and if you burn past the clear it would just be a learning experience
how deep are the marks?

I'm currently in the process of fixing some keying on a OEM WS6 hood I bought used.
It's not show-quality, but I'm sure you wouldn't see it at the first glance, and not the ten following glances either. I'm happy with the result.
The process I used:
1. Clean the areas
2. Apply touch-up paint
3. Wait for paint to cure (24hr minimum)
4. Wetsand the touch-up paint to come down to the same level as the rest of the paint
5. Polish the dull areas that is a result from the sanding
The marks on this hood were mixed. Several that only just went through the clear and into the basecoat, and one big m-fer that went all the way down through the base into the gelcoat.

Different methods for different scratches:
Clear only: Scuff with 1500 or 2000 grit, use 800-1000 rpm buffer and some compound, good as new.
Clear and base: First attempt is light sanding with 1500 / 2000 grit, application of touch up paint (for thin scratches only) using either a pinstriping brush or an airbrush. Some quick buffing as described before should even things out. If the scratches are larger areas, sand with 600 and blend the paint out and then reclear the panel to the next break in the body line.
Clear, base, primer, metal: Sand scratches to steel, use some glaze to fill in the scratch, sand, prime, sand, seal. Paint damage and blend out. Clear panel to a break.
I do not encourage people to commit insurance fraud by:
Keying more than 2/3rds of the vehicles panels and then calling your insurance company to report damage.
Your insurance company will either give you a stated amount for the damage or send an adjuster out to price out the damage of the vehicle. You will recieve a check for X.
Talking to a local shop will show "special" paint pricing (usually if you sand and prep) which will usually result in a free or almost free full repaint with the colors of your choice.
But again, I don't condone this type of activity.

This is why I try not to **** anyone off (especially the gf lol). I live in an apartment and have had several small issues with neighbors, and I just bite my tounge most of the time, fearing that a confrontation may lead to some chicken-**** a-hole vandalizing my car.
I feel your frustration, bro. Its hard to keep anything nice anymore w/o someone messing it up.
