Is it JB welded on the side? also is the IAC bolt broke off in the TB?

Yes, the screw is broken off. It's been that way since I bought it. It would come out easily with a screw extractor, but it never created a problem so I didn't mess with it. It stays in fine with one cap screw, but I put RTV on it just for extra insurance. I ran it all year and it worked fine, no vacuum leaks.
