I have a QTP cutout I bought used and never put on my car. The only issue is that the insulation on the wire has a small tear in it. The cutout works its the outside sheath that has the tear as you can see in the pics. $100 shipped.

What size pipe is the cutout for? 3"?

It looks like 3 to me. I added another pic with a tape measure on it and I started at the 1" mark and it measures 2 3/4 inches so I assume thats a 3 since they don't make a 2 3/4 cut out.
