I think in 2008 HP Tuner changed their module to a 'credit based' system. Before that I think you had to work with them to add licenses. The credit based system is just easier and a little more flexible so you can choose how you use the money you spend to buy credits. They had a trade-in program for a year so customers could upgrade to the new system, but when that time expired the old system became unsupported. That's why you can't change the license on the old system any longer.
