HP Tuner Suite (tuner & scanner). Licensed for unlimited quantity of '99 F body cars. This is the serial version that cannot be upgraded with credits so the current license is all you get.
It comes with the original CD but you won't need it. I'll give you the password so you can log into HPTuner site and download all current software. If for some reason that does not work then I will send you an old laptop that has the original software on it from 2005.

I'm a beginner so I don't feel qualified to answer your question. Better to go to the tuning forum and find out.
Sometimes tuners lock the PCM so their work cannot be taken and copied. The tune is how they make their living and they protect it.

Yes you will be able to tune it as long as you keep the PCM. In HP tuners you have the option of telling the car how many cubic inches it is as well as complete control over how it operates.

Good luck on the sale and if anybody has any questions I have been tuning my own car for about a year now, it's a lot of fun and will be many more years before I consider myself good, many many tables to learn.
