Default not shifting from 2-3 after tune

I recently bought a VHP handheld tuner for my 98 camaro, mainly to clear DTC codes, correct speedo, and shift firmness. I first put the tune in with the enhanced shifting, and noticed that it wouldnt shift from 2-3 when i would put the pedal to the floor. It would drive fine normally driving, just only at full throttle it would do this. So i retune it without anything to do with the trans. and just left the transmission stock. It still was doing the same thing. After messing around with a few more things trying to troubleshoot it, i finally just returned it to stock. With just the stock tune it would work fine, like i would want it to. Anyone have any ideas on what would be causing this even when im not even messing with tuning the trans.? Thanks in advance.

Did you try reducing the 2-3 shift RPM or the 2-3 shift MPH? Or raising the limiter to 6400?

I dont believe the VHP tuner has the option to change those. its just a standard enhance trans.- to stock or performance/and to enhance shift firmness.

Are you sure you corrected the speedo properly?
If the MPH is not right, you wont get a shift as the PCM requires that you meet a minimum MPH before it will allow a WOT upshift.

i tuned it for my 3.73's, tire size 24" on my stock wheels

Stock tire height is 25" IIRC. It's actually listed as 24.9" in the PCM from the factory. Mathematically, it works out to be 25.6". Might want to measure your particular setup...
