Default TPS issue???

The car is using a FAST 78 mm TB, the management is BS3. I have played with the idle stop screw to get the IAC counts around 50 or so, with a nice warm idle, then had to slot the TPS to get it to read 0-1% (the BS3 has a table to determine what idle tps percentage should be, mine is set at 4% max). Now the problem is at WOT, it only shows 83-85%. With the pedal to the floor, the blade is all the way open, but the tps does not reflect it. What should I do?
It worked the other way too, I could adjust the TPS to show 95% at WOT, but then it would show 11% + at idle. Any ideas????

Is the BS3 able to run your IAC properly? If so then you don't
want to be messing with the blade-stop or drilling, and you can
get your TPS travel back.

You still have to adjust the blade to get your IAC in a stable range. There is no hole in the blade. IAC works perfectly. I am leaning towards a design issue with the TB, no matter what, it never sees the entire range.
