Default high idle

guys, got a 69 camaro with a asa ls1, dry sump oil system, complete out of the asa race car, same pcm etc.
ran it last year on the track and street ran great, tore car down for paint this winter, just finished putting it together and it idles at 1600-1700.
we cleaned wiring up on motor, did not cut anything just re routed etc. i removed intake to refinish it, installed new fel pro intake gaskets.
no codes are being thrown.
took propane and put all around intake,tb etc with no idle change.
i had to move the car to a different bay in my shop and with no gas input i let clutch out and once motor saw load it increased rpm to 2200 or so, i moved into other bay and called it a night.
i am thinking the iac is stuck??
pcm etc is a 98 style as far as pin outs etc go

any thoughts?

Sounds like a vacuum leak, but sometimes you get a hanging idle like that when the battery is disconnected for a long time. Have you checked the MAP sensor and the vacuum lines on the back of the intake? I would also double check to make sure the TB blade is not sticking.

tb blade is not sticking for sure.
i went around hole intake with propane, and idle did not change.
how do i check map sensor?
there are no vacuum lines on this motor as it was a race only motor from gm.
the battery was disconnected for a few months, total run time is 10-15 mins
maybe i need to take it for a drive then decide.

What intake is installed? How about a pic? The LS factory motors have a composite intake with a MAP sensor installed on the rear or front (depending on the motor). There are also two vacuum connections on the rear; one that connects to the power brakes (bigger one) and smaller one on the passenger side used for the ventilation system.

thanks.
it was the iac, had another tb in storage and pulled iac and knew instantly, never had an iac go bad but that was it.
now we road test it and under load it falls on its face, somethings going on with fuel pump relays, i have an atl fuel cell with two pumps in it
