Default Lean stumble, need help.

Ok, I am working on a friends 01 Camareo. It is a 346 with a Trex cam, Version one. The problem we are having is from a dead idle (tried it at 950 and up to 1200rpm idle) if you ease into the throttle it will come up in rpm fine, but if you go from idle to WOT it will stumble. The only way I can get this tumble out of it is to turn off closed loop and richen up the open loop setting to 12.7 or richer. Once it is running rich it has no stumble, it is crisp and very responsive. My question is how do I correct for this lean state? Here is the tune and a scan showing the issue.
