ECM Locked? engine speed not 0, rpm not zero or flash memory problem

Trying to download tune from LS2/E40. Every attempt and I get this code:

engine speed not 0, rpm not zero or flash memory problem. Supposedly, not locked but I cannot download.

Any ideas?

tuned with edit? its most likely locked. I got the same error on a friends 2005 gto with efilive.

Go to the ECM info tab, and check security and see if it shows to be locked or not.
